“Mobilized / committed / leveraged” amounts are targets. They are not direct budget funding, let alone money already spent on built capacity.
Compute units differ: China often uses EFLOPS or “P” (mostly low-precision measures such as FP16), while other countries tend to use GPU counts or power (MW, GW). They can't be compared directly.
Sources tagged “Official” are original texts from governments or the parties involved; “Report” means analysis by media, law firms or think tanks. Check the original when citing specific clauses.
