    • 6 方面 16 条措施；新建大型、超大型数据中心（折合 3000 标准机架以上）原则上布局在和林格尔集群，不符合布局的不享受相关支持。
    • 稳定保障低成本电价优势，鼓励新能源企业与智算中心签多年电力交易合同、绿电直供，绿电比例不低于 80%；新建数据中心 PUE 控制在 1.2 以下。
    • 算力接入集群“多云”算力监测与调度平台的，按平台结算额 10% 奖励，每年最高 200 万元。

How to read these numbers

  • “Mobilized / committed / leveraged” amounts are targets. They are not direct budget funding, let alone money already spent on built capacity.
  • Compute units differ: China often uses EFLOPS or “P” (mostly low-precision measures such as FP16), while other countries tend to use GPU counts or power (MW, GW). They can't be compared directly.
  • Sources tagged “Official” are original texts from governments or the parties involved; “Report” means analysis by media, law firms or think tanks. Check the original when citing specific clauses.
  • New policies are found and added automatically from government sites and news every 30 minutes (tagged “auto-collected”), and each source says whether it's the original government text.
