The Heihe Area of the Heilongjiang Pilot Free Trade Zone disclosed the filing of a green compute-power integration and cross-border computing infrastructure project with a total investment of 7.18 billion yuan. The facility plans to deploy a 10,000-accelerator computing cluster powered by Huawei's Ascend 950 series, delivering 12,000 PFLOPS of FP8 compute power. Utilizing a hybrid air- and liquid-cooling architecture alongside natural free cooling, the project is designed for an average annual PUE of no higher than 1.15. Dedicated lithium iron phosphate (LFP) energy storage will replace conventional backup diesel generators. Construction will proceed in rolling phases, with Phase 1 validating the commercial and operational models before scaling up.
By detailing a compute-power integration architecture that combines a 10,000-card computing cluster with dedicated energy storage to replace diesel generators, the project establishes practical benchmarks for aligning compute capacity with energy efficiency in extremely cold regions.
