MIIT tightens network access regulations for AI agent-enabled devices, standardizing on-device adaptation and distribution mechanisms
工信部加强智能体终端设备进网管理,规范终端与智能体适配
China's Ministry of Industry and Information Technology (MIIT) has issued a notice to strengthen network access management for AI agent-enabled terminal devices, laying out specific requirements across four areas: adaptation verification, network access testing, live network upgrades, and distribution mechanisms. Devices pre-installed with AI agents, such as smartphones and tablets, must complete adaptation verification and anti-fraud security assessments and be assigned unique identity codes before obtaining network access. Companies deploying over-the-air (OTA) updates must submit upgrade plans for regulatory filing and can only roll out services after expert evaluations. Meanwhile, distribution platforms must require app developers to explicitly declare invocation permissions, barring forced invocation without authorization.
The document clarifies compliance requirements such as network access testing and OTA update filings for pre-installed AI agents, providing device makers and developers with clear guidelines for on-device deployment.
