How are the times estimated?Sources and rules
Tibo's own words are used when available.When Tibo gives a time (such as “6pm PST”, “next hour”, “end of day”), we convert Pacific Time to Beijing time and add an hour or two, since confirmation posts usually come a little later than stated. If only a date is given, we assume that day's Pacific evening, as has been usual.
With no time stated, we follow his usual pattern.Tibo usually hits the reset button between 16:30 and 21:30 Pacific Time, which is 07:30–12:30 the next morning in Beijing.25 of the last 58 confirmations fell in this window.Estimates are only for reference. Go by Tibo's confirmation and the usage in your Codex.
In effect, should be in effect, waiting.A reset counts as “in effect” only once Tibo posts a confirmation. If the expected time passes by several hours with no confirmation, we show “should be in effect”: his announced resets have always happened, he just often doesn't confirm them. Reset cards are recorded separately from limit resets; a card grant does not mean limits are restored.
